“鳥だ! 飛行機だ! スーパー円だ!”

はじめに
今夏の猛暑では、朝夕各30分間の犬の散歩で大汗をかき、その後はエアコンの中、ハワイアン音楽でも聞けば涼しくなるかと、20年ほど前にワイキキで買った古いレコードなどを掘り出して、怠惰な時間を過ごした。

そのような生活の中、週一回の英会話(ディスカッション)が唯一の下界との交流で、先週金曜日(折しもFRBがQE3を決定する直前)の話題は“円高”であった。
配布されたプリントのタイトルは、昔のTV映画「スーパーマン」の出だしの文句を文字って、“It’s a Bird! It’s a Plane! It’s a Super-Yen!”であった。

授業風景
今回の話題は、クラスにとって気の毒なテーマであった。
教師はテキサス州から来た20才代の女性、生徒の私以外4人は20~30才代女性で、1ドル360円時代からの推移など、体験したことのない若い世代であった。
英文中にある日銀の円高介入についても、生徒から質問があったaloneについて、教師は単独介入(協調介入と区別して)など理解にほど遠く、円高のメリット、デメリットを中心に、年金など社会福祉にも話題が進んだ。

彼女達の父親は戦後のベビーブーマーで、彼女達曰く「彼らは金持ちで、何事にも積極的、精力的で、生活を大いにエンジョイしている」、「その反面、私達がその年になった時のことを考えると、悲観的になる」などであった。

幸い、私は外見では若づくりなので、ベビーブーマーより若いと見られていたようで、彼女達の言いたい放題を、傍でニヤニヤしながら聞くだけに終始した。

中国人民元と日本国債
短い英文で、目新しい円高の話題は少ないが、「中国は強い日本円が先々も継続すると読んで、日本国債を購入する意欲を持っている(リスク分散)」という記述は比較的新しい情報である。(日中で国債を持ち合う話が合意された。)

考察
ここ数年にわたり、米国は対中貿易不均衡を理由に、中国に対して人民元の切り上げを強く要請してきたが中国は拒否し、対する米国はQE1,QE2などでドルをバラマキ、実質ドルの切り下げを行ってきた(→円高)。これに加えて中国による日本国債購入がリンクすると、円高はどうなる?(さらなる円高?)

“It’s a Bird! It’s a Plane! It’s a Super-Yen!”
Some of you may remember an exchange rate of 360 yen to the American dollar. Now that the yen is trading below 80 to the dollar, that figure seems almost silly.

The yen’s continued appreciation this year has increased pressure on Japanese manufacturers. Traditionally dependent on exports, they are faced with two pitfalls (=disadvantages) of a strong yen:Japanese-produced goods are more expensive to overseas buyers, and profits generated overseas are worth less when brought back to Japan.

The government intervened (=come between) three times in 2011 alone to weaken the yen. Every time, the yen recovered in a matter of days.
Some sources are pointing to China’s appetite for Japanese government bonds as the reason for its continued strength.

The strong yen is having two interesting effects. On one hand, companies are moving more and more manufacturing jobs offshore to take advantage of cheaper materials and labor, resulting in a hollowing out of the Japanese manufacturing industry. On the other hand, cash-rich companies are able to buy overseas firms for much less than usual, giving them access to emerging and developing markets.
Will Japan be able to turn the strong yen to its advantage?
